The strategic approach starts at the desired future state and works back to the present. This means that it is necessary to first identify the Need, and the Critical Success Factors that would be required for success.

Then you identify the changes that would be necessary to achieve the Critical Success Factors of the Inputs to the supply system for it to be able to consistently achieve success.
