So what is it that creates the rules of organisations?

The rules that we have been considering are the rules in people’s minds, or the rules that govern their behaviour. These rules are part a person’s mental model of the world and as such create that person's perception of what is appropriate behaviour.

Any organisational system that affects people’s perception of the situation will affect their behaviour and the way they organise with other people.
