How can a small set of rules create complex organisation?

Imagine the situation where two teams are playing a game of basketball. Each player knows the relatively small set of rules that create the game. Each player is aware that if they break those rules they may be disadvantaged.   


They each use feedback control to continually monitor what is happening and to take further action to achieve their aim.
